Treasurer - Jennifer Wallace submitted a treasurer's report. Our current balance is $1546.45.
Jennifer Wallace submitted an Annual Report covering the fiscal year from 6/1/98 through 5/31/99. We raised $5,363.76 and spent $7,740.19. It was mentioned that it is typical to spend more than we raise in an election year, the opposite should be true in a non-election year.
Andrea Beckett did an informal review of our books. The audit requirement in our bylaws was discussed. A full audit would have cost $5,000. It was suggested that we amend our bylaws to replace the word 'audit'.
Briana LeClaire moved to approve the Annual Report. Craig Benjamin seconded and the motion passed unanimously.
Vice-Chair - Thomas Lawford discussed the recent State Central Committee meeting in Pocatello, including a report from the Governor's office on a possible "Idaho Space Port" and State Chairman Rom McMurray's pending resignation in order to run for Congress. The State Central Committee will hold a videoconference meeting in August to elect a replacement.
Following the Year 2000 Census, there will be redistricting for Congressional and Legislative Districts. These will be in effect in the year 2002 election cycle.
The next State Convention will be held in Pocatello in June of 2000.
Budget - A proposed budget for the fiscal year from 6/1/99 through 5/31/2000 was presented for discussion.
Thomas Lawford discussed State Central Committee spending and how our state quota is calculated. He said that our $3,600 quota is for a two year period. Jennifer Wallace moved that we adjust the amount budgeted to $2,900 since we have already paid $700. The motion was seconded and passed unanimously.
Tim Chase discussed County Fair spending and said that we ran out of helium and popcorn too early last year. After some discussion, Tim Chase moved to increase the County Fair budget to $600. The motion was seconded and passed unanimously.
Craig Benjamin discussed newsletter spending. Our plan is to do four newsletters per year, and the cost has been around $500, for a total annual expense of $2,000, while the budget only allows $500. Barrett Schroeder mentioned that the most recent newsletter made a profit because we enclosed donation certificates in the envelope, and that we can control expenses by doing the newsletter less often or by cutting back on the number of copies mailed. Gary Schroeder moved to change the Newsletter budget to $800. John Carlson seconded and the motion passed unanimously.

Summer Barbecue - Thomas Lawford submitted a report from the Barbecue Committee. We are inviting Governor Kempthorne to speak, and will work around his schedule. Possible dates include 8/27, 8/28, 9/10 or 9/11. Steak will be offered for adults, hot dogs for children. Our cost will be approximately $5 per person; we will charge $10 per person or $25 per family.
Various suggestions were made about getting more people involved, including inviting friends, or bringing another family as a guest.
Questions were raised about how the summer barbecue fits into the budget. We plan to break even on the event. After some discussion, Gary Schroeder moved to add $500 for the event to expenses and $500 to income. The motions was seconded and passed unanimously.
Newsletter - Once the barbecue is scheduled, we will mail a newsletter 2-3 weeks before, which will also serve as an invitation. Barrett Schroeder mentioned that he needs people to write articles. Craig Benjamin, Jennifer Wallace, Paul Kimmell, Gary Schroeder and Thomas Lawford volunteered to contribute.
Elected Officials
Senator Gary Schroeder discussed the two interim committee's he is serving on this summer - the Governor's School Facilities Committee and the Teacher and School Administrator Contract Committee.
Paul Kimmell reported on current issues facing the Latah County Commission, including Sheriff's Deputy salaries, health benefits and the 'domestic partners' issue and the creation of a 'Latah Trail' on abandoned railroad tracks.
Meetings - The Executive Committee will meet on 7/12/99 and 8/9/99. There will be no Central Committee meeting in July. The next Central Committee meeting will be 8/23/99.
